Politics is just an expression of culture: it's not leaders that make the world what it is, but the way all of us interact with each other on a daily basis, including with and through the people we call "leaders", who in all cases merely act as representatives of those who either explicitly or implicitly allow them to be such, if not agreeing with them, then at least condoning them. The more a culture develops, the less people put up with, the more they'll stick to their values and either explicitly or implicitly influence their leaders.
